Eliminate the following warning in proc/vmcore.c:

  fs/proc/vmcore.c:1088:6: warning: no previous prototype for `vmcore_cleanup' [-Wmissing-prototypes]

[akpm@linux-foundation.org: clean up powerpc, remove unneeded EXPORT_SYMBOL]
