powerpc: Correct FSCR bit definitions

Commit 74e400cee6 ("powerpc: Rework setting up H/FSCR bit definitions")
ended up with incorrect bit numbers for FSCR_PM_LG and FSCR_BHRB_LG.
This fixes them.
