Pull irq/timer fixes from Thomas Gleixner:
 "irq: a fix for the new hierarchical MSI interrupt handling which
  unbreaks PCI=n configurations.

  timers: a fix for the new hrtimer clock offset update mechanism to
  ensure that the boot time offset is respected"
